Monday Night Raw in 2019 is widely regarded as a mess, with many pointing to the oversaturation of Shane McMahon on the broadcast as a key problem with the red brand that year.

McMahon was proclaiming himself as The Best in the World at the time and Shane O'Mac began a feud with Roman Reigns following WrestleMania 35, forming a brief stable on Raw with The Revival (now AEW's FTR) and Drew McIntyre with Elias also somewhere in the mix.

The feud with Reigns saw The Revival and Drew McIntyre defeat The Big Dog and The Usos on a June 2019 episode of Raw ahead of Shane's clash with Reigns at Super Showdown. The group would only be together for a few weeks but McMahon had big plans, telling Michael Hayes following the June match that the stable could be like the Four Horsemen.

Dax Harwood revealed on his FTR podcast: "From what I understand, Shane wanted this. I remember Shane was talking to Michael Hayes about it. We had a little interaction with Shane and Drew and we came to the back. Shane said, 'There's something here, Michael', talking about the four of us. He said, 'There's something here.' He said, 'This could be like the Four Horsemen.'"

The Four Horsemen are a legendary faction in professional wrestling, with its most popular lineup being Ric Flair, Arn Anderson, Barry Windham, Tully Blanchard, and JJ Dillon. FTR have since been part of a stable, having been in The Pinnacle with Tully Blanchard, MJF, Wardlow, and Shawn Spears.
